Title II, Part A Public Schools Grant

The purpose of the Title II, Part A grant is to increase the academic achievement of all students by improving the quality and effectiveness of educators and providing low-income and minority students greater access to effective educators. This includes new educator recruitment and hiring, effective induction programs, continued professional learning, educator retention strategies, and leadership development. Title II, Part A Non-Public Schools Grant

All MSDE approved non-publics in Baltimore County are eligible to apply for services under the Title II, Part A grant. BCPS spends an equal amount of funds per student to serve the needs of public and private school teachers and their students. BCPS provides private school teachers with an opportunity to participate in Title II, Part A activities equivalent to the opportunity provided to public school teachers. The Department of Organizational Development & Leadership collaborates with the private schools to develop service proposals.

Baltimore County Public Schools’ role is to assist MSDE approved Non-Public Schools in Baltimore County with accessing benefits and services under the Title II, Part A grant.

All forms and information are intended for participating Title II, Part A Non-Public Schools.

The process for accessing Title II, Part A funds for Non-Public Schools includes the following steps:

  • Eligible MSDE Approved Non-Public Schools will express interest to participate in the grant.
  • Schools will submit a Preliminary Proposal on the required form after attending the Spring Training.
  • BCPS will review and approve the Preliminary Proposal.
  • Schools will submit a Final Proposal on the required form after attending the Fall training.
  • BCPS will review and approve the Final Proposal.
  • Schools will submit expenditures with supporting documents to access allotted funding.
  • BCPS will monitor the budget as well as communicate any updates or missing documentation.
  • BCPS reserves the right to seek clarification about an approved activity at any time.
  • Failure to follow deadlines or required steps can result in nonpayment.
