An Overview

The  Office of Title I annually invites Maryland State Department of Education (MSDE)-identified private schools to a consultation discussing an instructional program to support students in their buildings who have an academic need.

This program is designed to provide supplemental support in reading or math and is implemented in addition to the private school's existing academic program. This support is not designed to replace the private school's existing academic program.

After ongoing consultation, private school administrators determine participation in the Title I Equitable Services program for the upcoming school year.

All stakeholders work closely with each other to ensure program fidelity.

Purpose, Selection Process, and Dispute Resolution

Program Purpose


  To strengthen academic weaknesses of private school students residing in a Title I attendance area. Students receiving support are identified by private school officials using the consulted-on Title I selection criteria process. The additional support in the identified subject area will assist in closing the achievement gap for the participating students,

Dispute Resolution Process


  If there are concerns about implementation and/or the quality of services, the following process should be used to communicate concerns.

  • Level One: Submit written concerns to the Title I Equitable Services Program Facilitator D'Nai Gittings at [email protected], who will respond to your concern within three business days,
  • Level Two: If the issue is not resolved with the Program Facilitator, submit written concerns to the Title I Director Michele Stansbury at [email protected].
  • Level Three: Submit written concerns to the Department of Academic Services Executive Director Dr. Melissa Lembo-Whisted at [email protected].

Baltimore County Public Schools will work diligently to come to a mutual agreement. If parties are unable to reach a mutual agreement after completing all three levels of the Title I Equitable Services Dispute Resolution Process, the MSDE State Equitable Services Ombudsman will intercede.
